From the website, 30 June 2009

The ceiling painting, originally painted for the canalside house of Amsterdam burgomaster Andries de Graeff, were bought in 1903 by the Carnegie Foundation to be placed in the Peace Palace. Although then thought to represent an allegory of peace, appropriate for the building, it actually represents an allegory of Amsterdam as a protector of freedom.
